This unit of competency involves the skills and knowledge required to develop networks and relationships and to liaise with other organisations. It includes establishing networks and relationships and communicating and interacting with other organisations.

The unit applies to personnel who formally liaise on behalf of their own organisation with other organisations to increase response effectiveness and community safety. It should be noted that this unit does not address all of the functions of an incident management liaison officer.

This unit of competency involves the skills and knowledge required to design, develop and document activities that exercise one or more of the elements of emergency management arrangements. It includes determining exercise need and purpose by designing and planning exercise activities, assessing exercise risks and identifying logistics requirements.

Emergency management exercises may be used to simulate emergency events in order to train personnel, review and test planning processes, identify needs and/or weaknesses, demonstrate capabilities and to practice people in working together. The design skills in this unit can be applied to any context in which an emergency management exercise is appropriate.

The unit applies to personnel with responsibility for designing emergency management exercises.

This unit of competency involves the skills and knowledge required to work within an emergency management context. It includes confirming jurisdictional emergency management arrangements, contributing to entity awareness of jurisdictional arrangements, supporting organisational and community emergency planning and decisions and applying knowledge of emergency management arrangements.

The unit applies to personnel preparing to work within an emergency management context. This may include individuals who are undertaking or are preparing to work in an emergency management role within their organisation and/or local community and requires broad knowledge of emergency management arrangements within differing jurisdictions.

This unit of competency involves the skills and knowledge required to manage and evaluate projects.

The unit is applicable to any personnel undertaking a project management role. This includes management of small and short term projects as well as roles with a specific project management focus.

This unit of competency involves the skills and knowledge required to bring together organisations and other resources to support an incident. It includes the systematic acquisition and application of organisational, human and equipment resources at an incident.

Incidents that require such resource coordination are typically complex incidents. These incidents will usually involve delegation of all functions.

The unit is applicable to personnel who perform the role of coordination at a complex incident. The authorisation to perform this role is subject to state, territory and Commonwealth emergency management arrangements.

This unit describes the skills and knowledge required to establish, maintain and evaluate an organisation’s work health and safety (WHS) policies, procedures and programs in a work area to ensure a safe workplace, according to WHS legislative requirements. It takes a systems approach and addresses compliance with relevant legislative requirements.

The unit applies to those working in a range of contexts who have, or are likely to have, responsibility for WHS as part of their broader management role. It is relevant for people with obligations under WHS laws, for example persons conducting a business or undertaking (PCBUs) or officers, as defined by WHS laws.

NOTES

1. The terms ‘occupational health and safety’ (OHS) and ‘work health and safety’ (WHS) are equivalent, and generally either can be used in the workplace. In jurisdictions where model WHS laws have not been implemented, registered training organisations (RTOs) are advised to contextualise this unit of competency by referring to existing WHS legislative requirements.

The unit applies to personnel who formally liaise with other organisations to increase response effectiveness and community safety.

This unit of competency involves the skills and knowledge required to manage the organisation’s public safety responsibilities within the context of established policy and organisational relationships.

The unit applies to public safety personnel who have senior managerial responsibility for ensuring appropriate organisational risk management strategies are in place and are implemented.

This unit of competency involves the skills and knowledge required to manage financial resources to achieve organisation and operational objectives.

The unit applies to any personnel with authority for the management of financial resources, including budgets, within a public safety organisation.

This unit of competency involves the skills and knowledge required to collect, analyse and apply information and to develop plans for the resolution of a complex incident. It includes establishing a planning section, managing the planning section, interpreting and applying information on current and forecast situation, disseminating information on current and forecast situation, preparing incident plans and briefing incident management team, participating in the incident management team and monitoring and reviewing planning functions.

A person performing the role of Planning Officer is delegated responsibility by the Incident Controller. This person supports the Incident Controller and other members of the incident management team.

Complex incidents are characterised by one or more of the following: impact on a widespread geographical area, detailed written Incident Action Plan (IAP) with multiple related incident control strategies, consequences extending beyond area of operations, need for relief and recovery operations, resources required beyond what can be obtained at local level and extendedtimeframe for resolution.

These incidents typically have an elevated level of risk and consequence to the community. Incident Controllers will need to establish an extended incident management structure to support the effective resolution of the incident. Authorisation to perform this role is subject to organisational policies and procedures.

There are no formal entry requirements for this qualification, however, due to the online design, this course is only recommended for people who have had some experience in emergency management or disaster management, or for those working in the public and private sectors closely aligned to emergency or disaster management.

Due to the ASCF core skills of learning, reading, writing, oral communication and numeracy involved in this course, it is suggested that:

Education: you have successfully completed year 10 (only a recommendation); or have previous vocational study.

Employment: you have an interest in working in emergency management or disaster response setting, which can include the public sector, or you would like to use this course to prepare you for higher level study.

This course is delivered in English online and requires all participants to have sufficient spoken and written comprehension to successfully complete all study and assessment requirements.

Participants with English as their second language must ensure that have the following levels of English language competency if they did not complete year 11 and 12 English before enrolling into the course:

  • IELTS - testing centres:- Overall score of 5.5
  • TOEFL:- 530 (paper), 197 (computer) or 71 (internet)
  • 12 months in English-speaking employment
  • Participation in the CLET Language, Literacy and Numeracy (LLN) test as part of the enrolment process that will allow you to record your current core learning, reading, writing, oral communication and numeracy skills against the profile of your selected course. From there, support is offered, if required.

She has achieved eight Master’s Degrees in Social Science (Criminology), Business Administration (MBA), International Security Studies, Policing, Intelligence and Counter terrorism, Disaster and Emergency Response, Project Management, Marketing and most recently a Master of Investigations, all studied at six separate Universities.

To finalise this impressive and unprecedented skill set, Kate also holds a Graduate Diploma of Legal Practice and Graduate Diploma of Psychology (Advanced).

Kate has extensive employment experience in the legal sector and government and shares her knowledge and experience as a CLET trainer and assessor in our crime and justice, legal, government and emergency management courses.
